I don't know about Monarch but with other airlines if it doesn't fit in the test cage at checkin (or gate) then it goes in the hold and you get a massive charge, I have seen this happen with Easyjet and Flybe even though the overall volume was less they wouldn't except this, personally I would change the bag and not take the risk.

One piece of cabin baggage per person to include handbags and laptops + one standard size carrier bag of goods purchased from the departure airport. Hand luggage dimensions must not exceed 56cm x 45cm x 25cm (including handles and wheels) and must not weigh more than 10kg.
