has any person's reported that the webcam on the beach side is not working i just keep on getting a recorded version.

There is a difference between the two. The ICR Webcam is 'live' and the beach cam is 'recorded live'. Therefore by definition the beach cam is not continuiously 'live' but will play on demand a loop of video that was recorded live.
Mind you how you record something 'dead' I don't know.
