new rules and regulations by the council??

Just seen JT's post on the sizzler topic saying unfortunately there will not be a party now due to new rules and regulations by the council.. what are the new rules just out of curiosity? and do they apply to all the restaurants Re: singing / dancing

Think the rules are more to do with the tax they have to pay,etc when applying for a temp/perm entertainment licence. The mainstream and larger resteraunts and bars all have acts, dancing and music. but for the likes of the smaller resteraunts it isnt worth the cost for a temp/perm licence.
