Anyone Used 90/180 Day Visa AFTER 90 Days?

I have received some rather alarming news from our Dutch friend in Turkiye with regard to the new rules on the 90/180 visa.
Her friends left Turkiye yesterday and were fined 480 YTL at the airport for overstaying. They had visited Turkiye for 12 days in March and again in May until yesterday.
When they got to passport control at their departing airport they were told that they had overstayed by 7 days as the visa expired 9th June.
He said the visa is only good for 90 days from the start date, not for any amount of visits in 180 as long as 90 in total is not exceeded.
This is really worrying news. I have asked on another forum and only 1 person has experienced the same problem so I don't know if it is in fact a rule or whether it is a way to make extra money on the side for the passport control officer.
