Dogs at the side of the road

When we were travelling from Dalaman to Icmeler in August, we noticed 3 or 4 dogs tied up with food and water at the side of the road, does anyone know why??? They looked well fed but why were they tied up at the side of the road, they had no shade or anything

Maybe there owners were working in the fields ?

Thanks Colette but there were no fields nearby, it was forest. Wondered if they were waiting to be taken somewhere or something, maybe dogs home, they did look like they were cared for. I suppose Turkish dogs don't really need shade
