Chemicals by the roadside ?

Have just returned from three weeks in Icmeler. Hired a motor scooter and travelled about a bit. I was intrigued to see 5 liter containers of chemicals by the side of the road and wondered what they where ?
On the Bayir to Cliftik road they were every 25 yards, one Blue container and one clear/white container side by side. Blue container supplied by Johnsons and labelled as corrosive. Anybody know what these are for ?

Doesn't sound very safe what ever they are.

These containers are at fire points where there is sometimes a water hydrant and do only contain water, but being in Turkey, no need to take lables off :) Not like UK, health and safety rules everything  , there is also, or should be fire beating paddles at these points
The idea so Im told is that on a fire being spotted, the people driving up to fight it can pick these containers and paddles up en route to give them a bit of a start, before our:- "beloved fire engine"-:, gets there.
This to me is a Very Good Idea.
