Villa renting

Some friends of ours have lost the villa they were going to rent for this August.The villa owner has stated that new rules passed by the mayor,say that you can only rent to family,and close friends,is this the case?if so,this will affect anybody going to rent from now on wont it?

There are strict new rules about private rentals - so perhaps the person in question feels it will be less hassle for them to only let their property out to family and close friends?
