just wondering if anyone knows if infants under 2 are counted on icr transfers

An Infant would be required to sit in a child seat and this would take up one adult seat on a transfer bus, so yes a child/infant would be counted in an ICR transfer. JT has e-mailed you with full details of your transfer request.
