I understand where you are coming from and I know they have lots of money and they dont even need a visa "now" to visit Turkey however I doubt your scenerio will ever come true. Many hotels in Antalya, Kusadasi, Kemer region were bought by some really rich people in the past and nothing has changed for them.
I will give credit to the council here for not allowing the sheik to pull down the building and build a huge residential mansion by stating to him that what he was buying was a commercial building located on a commercial zone thus have to stay that way. How many councils could do that against the sheik
So instead, he was presented the idea of renovating the place from the inside and turning the building's top 2 floors into a king suite (one would question...erm...how big is the king???) and the lower floors would be turned into a residence style rooms, flats, apartments etc....who knows...
All I know is that, Icmeler is all of ours to keep as long as we stay in it... (no one can buy the beach nor the sea anyway - turkish law.) Rami
