Turkish sim cards

I want to buy a turkish sim card when i go back to turkey but i have heard they have been blocking them.
Could anyone help me on this please

I've been told that due to recent changes in Turkish telecommunications regulations you now have to register a foreign phone before it can be used with a Turkish sim card .

Where would i register. I have heard you need a reciept or you phone but i dont have one can you use like a phone bill
