Mobile Phones in Turkey

If we take are mobile phone to Turkey and use it for local calls only
Are the calls charged at international rates ????

I got fed up with the extra costs of texting mainly to uk and local turkey, so last year bought a sim card in Marmaris, cost about £20 plus some free kontor so no hefty bill when I got home. I used it mainly to text my english and turkish friends that live locally. The only downside is to keep it topped up, if you are out of the country for more than 3 months. I'm able to leave my sim card and a couple of top up cards with a friend, I text her when it's top up time, and she replies with a text from my turkish number by using her phone. All I needed was my passport and a turkish address which I already have. 24 hours later I was up and running.
