Pamukkale do direct buses from Marmaris to Fethiye - I think they are either once or twice daily, take around three hours and cost 30TL. You can get more information from their website - www.pamukkale.com.tr
It might be an idea to go to the otogar (bus station) in Marmaris beforehand and check out the timetables etc. There is a Pamukkale office there and the staff are very helpful. They will keep you right. There are other bus services too, but you might have to change in Koycegiz or Dalaman, so that would take longer.

Just to update. We caught the bus from Marmaris to Fethiye no problem. A friend took us to the Otogar after finding out the buses ran quarter to on the hour. It was a comfortable 16 seater minibus with air con. 24TL each. There were 2 stops and the whole journey took 2 and a quarter hours. Brilliant roads and lovely to see the beautiful scenery. Would definitely recommend doing this such a pleasant journey. Also the driver was very helpful, when we got to Fethiye he asked where we were going we said Calis Beach, oh he said I could have dropped you off. So he took our cases and arranged a taxi and price to take us to our apartment, brilliant service.
