This is a text of a Turkish property registration paper...I think.

It basically says
The residential property at the BONGOLDEK parcel has been sold as a completed property from the registered _____ (name).
I do think some of the text like the company name and some parcel numbers maybe missing from the text you put on here therefore it is kind of hard to make sense of it but this text tells you that some property was owned by one person and then sold to another in a particular state such as completed residential house in this case, and could as well be just land etc. in a clearly marked address by the city plan.
